ChatGPT Ads now has a beta self-service Ads Manager, but access is country-specific and the live availability table is the operational source of truth.

01

Where ChatGPT Ads Manager is available

As of September 17, 2026, OpenAI's live Ads Manager availability table lists self-service as available across the United States, United Kingdom, India, Australia, Brazil, Canada, Japan, Korea, Mexico, New Zealand, most of Europe, and multiple Middle East and North Africa markets. The legal entity that will advertise and be billed must be based in a country currently marked Available.

  • India is now marked Available for self-service.
  • European and MENA availability has expanded materially since the September 1 version of this article.
  • Always check the live country table immediately before launch because beta availability can change.

02

How campaigns are bought

OpenAI's current documentation supports CPM for reach, CPC for clicks and oCPC for conversion-optimized click delivery. Advertisers set budgets and maximum bids, while delivery uses OpenAI's relevance and auction system.

  • CPM charges per thousand impressions.
  • CPC charges per valid click.
  • oCPC remains click-billed but optimizes toward a selected downstream conversion event.

03

Targeting and measurement

ChatGPT Ads uses conversational context and intent alongside landing-page information, ad copy, advertiser-provided context hints and available targeting controls. OpenAI explicitly says context hints are not exact-match keywords.

  • Current campaign controls include countries, optional platforms and custom audiences where supported.
  • Conversion measurement can use the OpenAI Pixel and/or Conversions API.
  • Reporting includes impressions, clicks, spend, CTR, average CPC/CPM and conversions.

September 16 update: Sponsored Agents, HubSpot, Shopify and AI campaign tools

OpenAI's September 16 advertising update added Sponsored Agents testing with select U.S. advertisers, prompt-based campaign work in ChatGPT Work, new AI creative tools, and integrations with HubSpot and Shopify. Sponsored Agent conversations are clearly labeled and remain separate from ChatGPT's independent answers and the user's original conversation.

HubSpot businesses can connect a ChatGPT Ads account, create ads, track performance and follow up on leads. U.S.-based Shopify merchants can use the ChatGPT Ads app now; OpenAI says the app launches internationally in markets where ChatGPT Ads are available on September 23.

05

Ads stay separate from ChatGPT answers

OpenAI says advertisers do not receive private conversations and ads do not influence ChatGPT's answers. Sponsored placements are selected and rendered separately from the assistant response.

  • Do not build strategy around reading individual chat transcripts.
  • Treat the platform as early: OpenAI says there are not yet universal advertiser performance benchmarks.
  • Evaluate qualified downstream outcomes rather than assuming a new inventory source is automatically cheaper or better.
